Definetly Photoshop, the quality is better than Fireworks, trust me I have both programs. Fireworks have some nice stuff too, like you can undo forever and photoshop you can only undo once. Fireworks has better text effects, but photoshop has better filters. So I use both most of the time. Alot of free websites have a html editor to ufree web site design programse to create a website with just code. Anyways, check out my website, look under webbie.

Probably the best "Free" software is NVU. It is fully functional and has one awesome training video set up.
Another good program is BlueVoda
Both are full blown packages and are very good.
