Why does this sexist law still exist?
Seems unfair that I have to watch some obese man's boobs (that are bigger than mine) bouncing around with every step, when I couldn't go shirtless if I wished to.
How come everyone seems to be okay with such an archaic, sexist law in this day and age?

I agree with you 100 percent. It is a complete double standard.
I think any woman should have the right to go topless anywhere I have that right as a man. And, weather permitting, I go shirtless every chance I get.
I think a lot of places are just slow to change their customs. But hopefully, given time, women going topless will become more the rule than the exception.
I think the ladies are being held to this double standard just because they are beautiful. And, silly as it is, the excuse I hear most often is that they could "arouse" men.
As a man, I think we can certainly be responsible for controlling our own behavior and giving any bare breasted woman the courtesy and respect she deserves.
It sounds like you know about some of the places where it is legal for a woman to go topless - so I hope you get to go to some of those places and enjoy being topless - at least for a while.
I think if women could and started, men would quickly get used to it. They wouldn't be as aroused be it after seeing it more often and all the time. When I see a sexy topless guy, don't think I don't go all hot. If women can handle it, so can men. After all, it's nature. We're meant to be naked.
I personally have big boobs and a very low heat tolerence, and I wish I could just strip my shirt off in the summer instead of freaking suffering in the heat. At home in the summer, I like walking around topless.
Also, to whoever said "if a woman shows her boobs she has no self-respect", seriously,

Anyways, I think it still has to do with men get aroused more easily than women and it would promote rape, and the victimization of women who are then being looked at as sex objects instead of human beings.
I think women should have a respect for themselves and their bodies - and by allowing them to run around topless isn't promoting that. How would you feel if it were legal for a teenage girl to run around shirtless? Especially if it were your daughter.
There are nudist beaches in Florida.

Face it, if there were a bunch of women walking around topless, men would be starting...causing wrecks, accidents while walking or on bicycles, and potentially causing many perverts to become so aroused as to increase the instance of rape.

It is due to our society, status quo, comfort level and what the majority consider "obscene".
The laws that are in place are old, they probably won't be changed anytime soon because there are far bigger things going on.
I do want to state that my opinion does not follow the "norm". I think people should be free to wear or not wear clothes. The body is natural, there is no reason to hide it or be ashamed of it...
Because boobs are sexualised in Western culture. It annoys me too... but I don't reckon there would be many women prepared to walk around topless even if a law WAS passed.
Also, there'd be the hassle of putting on more sunscreen. Burnt boobies are NOT comfortable or attractive

I reviewed the Texas Penal Code and could not find such behavior as an offense.
Check your your state's law library, ask a police officer (preferably a woman), or ask your lawyer.
I agree with you. women should be allowed to go topless especially when swimming.
No one should be allowed topless in a restaurant.
I'm on your side, kid. In Europe all beaches are topless and no one flips out. Portions of all beaches have a total nudity section and no one flips out. Only Americans cannot control themselves, I guess.
